Dear Sir or Madam,
on the day we send this invitation, it is already obvious that as a result of the military operations of the Russian army in Ukraine, much damage was caused i.a. to the Cathedral of the Dormition of the Mother of God, historic buildings of the Vasyl Karazin University in Kharkiv, the Academy of Fine Arts in the capital and the museum of the famous folk painter Maria Prymachenko, whose works were presented at Villa Decius in 2020 and for the first time in Poland. Directors and curators of Ukrainian cultural institutions strongly appeal to the international community for help. In response, collections are carried out, transports and other aid efforts are organized. The events of the last days of war require immediate action, but we also know that the process of securing, restoring and renovating monuments and works of art will require a long-term effort of the international community.

Conference to be held on 21-22 April this year at Villa Decius entitled: “Objective: HERITAGE. Protection of cultural property – Polish responses to the current challenges” was planned a few months ago and aimed at presenting the results of a two-year project entitled: “Cross-sectoral challenges: specialist in the protection of cultural property in the event of a crisis and war – development of a postgraduate studies program dedicated to employees operating on the border between various fields”, implemented in the years 2020–2022, as a subject of cooperation between the Villa Decius Association in Krakow, the Bohaterowie Westerplatte Naval Academy in Gdynia and the Villa Decius Institute for Culture in Kraków, as part of the Education Program, from the funds of the Financial Mechanism of the European Economic Area 2014–2021 and the budget of the Polish State.

The aim of the project was to develop a new field of postgraduate studies from scratch, to develop a program of courses in the scope of protection of cultural property and to prepare a publication package. The project showed the complexity of issues related to the protection of cultural heritage and verified the program offer that is currently available on the market. 

The developed effects and conclusions from the various stages of the project, as well as, above all, the current events confirm our belief that the protection of cultural property is a process that is always up-to-date in every context. The conference program covers the following topics: humanitarian law, the obligations of administrators and managers of monuments, rescue conservation issues or plans for the protection of monuments, and the preparation of facilities and personnel to cope with threats and face challenges are issues that have taken priority in recent days. The more important it is to show the activities from Poland’s and international point of view. The war and progressive destruction in Ukraine make it clear that many cultural properties, which are protected by the Hague Convention, are still the target of deliberate attacks despite many efforts and appeals.

Each of the crisis situations: armed conflict, natural disaster, crime or even negligence, requires a different set of competences and a plan of action. It is necessary to consolidate and systematically expand knowledge and skills in the field of cultural heritage protection, in particular by persons responsible for the safety of historic buildings and institutions collecting cultural property.

Project financing

The project “Cross-sectoral challenges: specialist in the protection of cultural property in the event of a crisis and war – development of a postgraduate studies program dedicated to employees operating on the border between various fields” is co-financed in the amount of EUR 155,550 from EEA funds received from Iceland, Liechtenstein and Norway, and in the amount of EUR 27,450 from the Polish State budget. The aim of the project is to develop a new field of postgraduate studies.

The European Economic Area (EEA) funds are jointly financed by Iceland, Liechtenstein and Norway, contributions of which are based on their GDP. The funds for 2014–2021 amount to EUR 1,55 billion, and the priority areas for action in this period include: innovation, social integration, culture, properties, management as well as education and competitiveness.
